The party changed its leader after its head, Viktor Yanukovych, won February"s presidential polls. Yanukovych is barred by the Constitution from heading a political party. Azarov was appointed the party"s acting head after Yanukovych"s election.

Yanukovych officially resigned as head during the congress and proposed Azarov"s candidacy for the post.

Earlier in the day, Yanukovych already said that the duties of the president, the prime minister and the government should be clearly defined, and said the adoption of a series of constitutional reforms could improve the situation.

The Party of Regions has seen its popularity sore after Yanukovych"s election. According to recent opinion polls, 40% of Ukrainians are ready to vote for it, while the second most influential party - the Bloc of Yulia Tymoshenko - had the support of only 15% of respondents.
