"Strong evidence testifying to their involvement to the Nevsky Express derailment was gathered in the places where they were living," Alexander Bortnikov said.
Twenty-seven people were killed and 92 injured when a bomb equivalent to 7 kg (15 lbs) of TNT derailed the high-speed Nevsky Express from Moscow to St. Petersburg train on November 27, 2009.
The FSB director added that those killed or detained had also taken part in more than 50 terrorist acts targeting law enforcement officers and federal troops.
"Bandits should be aware that everyone involved in organizing and executing terrorist acts, and the individuals who help them, will get the punishment they deserve," he said.
