Russia has sent its proposals on a Russian-Venezuelan bank being set up by the two countries to Caracas, a deputy Russian finance minister has said.
Moscow authorities will create a map showing the main areas of ethnic tension in the city, a Russian government daily reported.
Russian President Dmitry Medvedev and his U.S. counterpart Barack Obama agreed on Wednesday to order the speedy completion of a new strategic arms reduction deal, the Kremlin said.
